FREDERICK IBRAHIM KAMARA (Mr.) is an Information and Communication practitioner, Human Resource Manager and Human Rights Advocate and Trainer with a work experience of over 24 years. He has over 10 years experience in the fields of Human Rights Education and Advocacy, Human Resource Management, Organisational Capacity Development, Knowledge Management, Information Management and Retrieval and Educational Research. He is educated in Project Management Monitoring and Evaluation. He Lectured Information and Communication Management part-time at Fourah Bay College, University of Sierra Leone (2010-2012) and Business Management at the Port Loko Teachers College in the Technical and Vocational Department (2006-2008).

Mr. Kamara holds a Masters of Philosophy in Library, Archives and Information Studies, a Bachelor of Arts with Honours in Library Studies and a Diploma in Library Studies from the University of Sierra Leone. He also holds a Postgraduate Diploma in Human Resource Management from the Fatima Institute, Makeni. He served as head of the Port Loko Teachers College Library from 1995-2011. He was appointed Research and Documentation Officer, Human Rights Commission of Sierra Leone (2012-2014), Director of Education, Communication and Training, Human Rights 2014-2019 and became Deputy Executive Secretary of the Human Rights Commission of Sierra Leone in November, 2019.  He has served in other capacities including being a Board Member of Amnesty International Sierra Leone Section (2004-2006) and Secretary General of the Sierra Leone Association of Archivists Librarians and Information Professionals (2008-2016).

He has coordinated and facilitated over twenty (20) human rights education and training programmes targeting Commissioners and staff of the Human Rights Commission of Sierra Leone (HRCSL), state and nonstate actors including: Law Enforcment Officials, Parliamentarians, Civil Society Organisations, schools and communities. He has also been instrumental in the development of strategic policy documents and training manuals for the Human Rights Commission of Sierra Leone including: the Communication Strategy, the Strategic Plan 2016-2020, Guidelines for Monitoring Business and Human Rights in Sierra Leone and a Training Manual for Monitoring Human Rights Violations and Abuses during Elections.
